My favorite thing about this is that before Dragon's Dogma came out, Capcom says they'll never make another on-disc DLC. Fast-forward to Resident Evil 6's release, there's on-disc DLC. *sigh* What happened to the Capcom I loved from the good old days?
Worse yet: you own the game already but a new edition comes out with new characters but you aren't able to just buy the new characters as DLC and have to buy a whole new disc.
Well...i rather not start the best argument for on-disc DLC as everyone is in their old minds of still thinking the disc or even the whole million/billion dollar game is what they buy not the project the developers is making.
But I still might say something about certain unlocking. If it is a game mostly played multiplayer against online human opponents characters should be unlocked from the get go like in SSF4. It only hurts the fighting game scene to buy every character for more than one console on an event. Costumes on the other hand should be either unlocked or paid for. Those that play less because they don't have that much time can buy them those that play a lot might already have them in their first week of playing the game.
So you could have it where players can unlock new things through hard work and dedication, or you can force them to just buy what they could have earned regardless of what they have done. *Slow clap*
Yes, because ya know what, that means everyone can get it and the lazy can give the company money. Nobody loses. At all. It's NOTHING away from you that someone else unlocks the content by paying up.
It's about complete extra content on the disc that is just locked away from you.
For example, Jill and Shuma in MVC3 are alright because they were unfinished,
the SFxT cast was pretty much not.
This reminds me of most PSN titles, when you download the demo, you're actually downloading the full game, except the menu options are locked out, but when you buy the full game unlock, it just "opens" everything.
Except that you need most of the resources anyway to run the demo, but then you don't PAY for it. So it reminds, sure, but isn't really all that similar.

To be fair, the RE6 on disc DLC is free, whether that was the original intention or plans were changed to avoid further harm to their PR is unknown.
