I actually have a theory that this was supposed to be Cody from Final Fight back when it was supposed to be called Street Fighter '89. It seems like they made this intro (with Cody's character in it) for Street Fighter '89 and never bothered to change it up for when the real sequel to Street Fighter arrived.
