That depends: if three stores offers one free DLC package each that is available to everyone else at a price, then yes, it's good, because you can get the otehr 2 packages normally. If the packages are store-exclusive and not available else even online, then no, it's a major rip-off.
There was a time when pre-order bonuses were of the physical nature and I'm not talking about a t-shirt or CD. I'm talking about keychains, plushies, and in some cases, life-sized props. I'm actually kinda irritated that all it takes to raise up pre-orders these days is the video game equivalent of saying "FIRST". :(
Borderlands 2 was an incentive done right. Unlike other games, it didn't matter where you reserved it: You would still get your items, and you would also get the 5th class when it was released.
If more companies did what Gearbox did, we wouldn't have to worry about trying to pick where to do our preorders at.

I have to agree. I had to pre-order Borderlands 2 as there was the incentive :).

The problem I have with this is I'm usually a completionist. I don't want to buy 3 copies of a game I love to get the full experience.

True, very true. More than once I've had to think about where to get a game based off of what preorder DLC came from a particular store.
