I'm just saying this, and don't know, but is this a throwback to the black-and-white comics that the Turtles started in? From what I recall seeing on those, they didn't have the pupils then either. Could be wrong though, it's been a long time.
I like it. It gives more emotion to the scenes where they're not fighting, and doing anything but fighting, whereas when they're fighting, it feels like the emotion isn't necessarily what's being shown, so the eyes aren't necessary. Also, it's quite obviously easier for them to animate the fights without having to worry about adding in all the eye movements as well.
I think it works really well. This show obviously isn't grounded in any sort of artistic realism, so they can get away with doing something really stylized like this.
