EA Lied, SimCity Servers are NOT necessary
They said it was not possible but its actually possible if EA allowed it.
I don't think anyone truly thought EA was being honest with consumers when they stated that only a complete overhaul of SimCity would allow the game to not be online (aka, have offline single player). Mounting evidence, and now finally access to a completely offline debug mode where the entire game is playable, suggest EA is just talking out their ass.
First, Rock Paper Shotgun (RPS), had an anonymous inside source explain this:
What you see above is a debug mode, which is completely offline and allows you to edit the highway outside of your building zone and redirect traffic into your city, something apparently the online game doesn't. In addition, you can build everything you normally would offline, however you can't save anything as it doesn't sync with the server where the saves are held, at least not in that way. The roads, however, do sync automatically with the server.
The important thing to remember is EA said this was not only not possible, but that the game can't be played offline without big changes, both of which were proven false. The game itself runs entirely on your PC and just syncs up with servers for saves and all that jazz. A big change needed? Hardly. Refusal to allow a mostly single player experience to be played with internet and crappy EA servers? Definitely.
