Sometimes, taking chances really doesn't work out for a series.
Let's compare two JRPGs; Final Fantasy XIII and Tales of Xillia.
FFXIII took a lot of chances, and tried far too hard to appeal to Western audiences, and in the end, it was panned as just plain awful.
ToX and the Tales series in general, has stuck to its core principals since the beginning, and while it hasn't quite gotten the popularity here that FF used to have, it's maintained its quality by changing only what needed to be changed to make each game unique, while keeping everything else that makes the Tales games special.
Great things can be achieved when you're willing to take a chance, but the are times when straying too far from what you know benefits no one, and makes you lose sight of what you set out to do in the first place.

The laws you are referring to, come in two different flavors. The first was set up post WW2 by US, because at the time we figured that would tone everything down. As a result, there's all the typical moziac censoring that is popular to mock and use, as well as the advent of other certain Japan-specific tropes.
Then there's the newer laws being pushed there. Ones aimed at the "lolicon" content that can tend to be rather prevalent, as well as laws aimed against Adult material. Yes, its targeting the Anime/Manga market there, because they are freely able to create and distribute said kind of content there. And yes, it does spread into games there, but guess what buddy? Most of those games? They will NEVER see the light of day anywhere else in the first place. Because they belong to a certain subset of games that are most popular only there.
So pleaaaaase... get your head out of your ass. Those newer laws haven't gained much, if any, real traction anyways and as far as I'm aware of have yet to actually manage getting passed. So unless Keiji Inafune was working on a porn game featuring uncensored depictions of young Roll getting railed by all manners of tentacled and non-tentacled robots, those laws are doing JACK SHIT to him, or the industry.
ugh i can't believe the porn laws have as much involvement as any other. you're right that Inafune (and many other developers, here's looking at Platinum Games) should also talk about these laws. but what Inafune said is good and is to the point.
The problem isn't just publishers. There are developers who think the same way and worse, there are shareholders to deal with. They are the ones who have big investments in the industry and are giving developers the money to make these games so of course they are going to want games made the way that gets them the most money. That being said, there are too many fans who buy these yearly, Hollywood budgeted, shooter crazy, online competitive, franchises (and other games that are pumped out yearly just to yield a profit). There are other reasons for this, but these are chief among them.

"Crash" will probably happen by the time I'm in my early 30's.
FPS's out the wazoo, far too many sore losers, creative ideas being harder to come up with (to an extent, mainly due to indie developers taking the helm on the creative department) and far other things to put. To be honest- I think Japan and America's gaming industry are going through some harsh times.

Further evidence that the industry is headed for or is starting to go through a MAJOR shakeup. However, I'm not going to say "crash"...yet.
I'd say that's even more true for the American market than the Japanese one.
its not just inafune has said that things in japan for making games have gotten to the state their in... Their have been certain pornography laws thats been making it hard for not just game makers but also artists for manga and anime to freely express how that world in fiction works..theirs been artists who are in game companies and manga and or anime companies that have been arrested for a for example a in a begining stages of a female design for a fictional work just because the design had nudity in it...lets just say the japanese government in ways are much more idiotic then ours...i kinda wish inafune at times states these anti porn laws in japan are part of the problem and not just a company not wanting to gamble on an ip its both
