TLDR;

If there’s any of you out there who are planning to grab a used copy of Resident Evil: The Mercenaries 3D, I hope you don’t mind playing on another person’s save file. According the game’s manual, the save data from the cartridge will not be able to be erased.

According the game’s manual, the save data from the cartridge will not be able to be erased. This was speculated to be a ploy by Capcom in order to combat reselling of the title, but Capcom assures that that is not the case. The company states simply that the resale value of the game will not be affected by this feature and that customers will not experience a reduced second-hand value should they wish to trade in their purchase.

Yeah, that‘s basically all they said… what a waste. Does this sort of thing keep you from buy the game or is not even an issue?
