The joke game was created by someone for free, though you may need to hunt around some to find a proper download link. I found this game about a week ago. Who could hate the glowing top hats?

There only seems to be only one ending despite it supposedly being a race. Although you can glitch the game by escaping the boundaries, roaming around in endless white.
