I think the appeal is in the same as it is for any type of horror media. We just like being scared. The appeal of creepy pasta, though, is that it isn't constrained by the manufactured horror and cliches of traditional media. Let's face it, zombie movies and slasher flicks aren't scary. How many commercial films, shows, books, etc. are legitimately scary anymore?
Creepy pasta, with its guerilla grit and its highly accessible nature, lends itself a lot better to creativity, and by extension, actual goosebumps in the night. It also means that there is a lot of crap, Fortunately, it can still be good while getting out of the constraints of cliches.

I believe the term is supposed to be how pasta looks a bit like "intestines", and well... intestines are creepy when they aren't in the body.
