Capcom is is know to put "DLC" on the disk and lock it untill you pay for it. So they really just got you to pay for more content that you already bought with the game disk.

The reason people get mad at them is the content was developed and finished before the game disk was in production, so people say it should be part of the game without having to pay for it twice or keep it off the disk and release it later as true DLC.
